My Lord,
I have the honour to acknowledge the receipt
of Your Lordship's despatch No.104 of the 7th of April,
1930, regarding the circumstances in which students
travel certificates were issued to Mr. Tang Man Chiu
and Mr. Luk Him San in lieu of passports, and to refer
Your Lordship in this connection to correspondence
terminating with Sir Cecil Clementi's despatch No.214
of the 18th of April, 1928.

The reasons upon which is based the practice
of issuing such certificates rather than regular
passports even where there is clear proof of British
birth are set out in Sir R.E. Stubbs' despatch No.18
of the 14th of January, 1925. It would seem likely
that in view of the acceptance by His Majesty's
Government of the principle that British birth will
not entitle a person of Chinese race to British
protection in China these reasons have lost their
force and there would be no objection to the issue
of full British passports to holders of certificat es
